Cairine MacDonald was appointed Deputy Minister of Management Services and Chief Executive Officer of Solutions BC Shared Services in August 2003. The Ministry of Management Services is dedicated to being "a leader in connecting citizens, communities and businesses with government services and a valued partner in the delivery of innovative services to the public sector." As President, EPCOR Energy Services Inc. and as Vice President, Distribution and Transmission, Edmonton Power, Ms. MacDonald was responsible for the evolution of EPCOR's electricity business during the transition from regulation to competition of the largest retail company in Alberta from 1996 to 2002. She spent fourteen years in telecommunications, culminating as President, TELUS Advertising Services (Edmonton) Inc. She developed an integrated, customer focused approach to delivery of network, data, business and residential services, extending that operational approach to the mobility and advertising sectors. Ms. MacDonald took her undergraduate degree at the University of Alberta, MBA at the University of Western Ontario and, more recently, the Advanced Management Program at Harvard. She represents British Columbia on the Crossing Boundaries National Council, a body that promotes the transformation and improvement of government through a responsible use of information and communications technologies.
